TOWN AND COUNTRY PLANNING DIVISION

1.  9a. APPROVAL PROCESS: Mixed use building (i.e. residential and/or retail and/or office and/or industrial or warehousing)

APPLICATION SUBMITTED AT OUTLINE LEVEL IN DUPLICATE;

THE APPLICATION INCLUDES:

  • Complete TCP/3 forms
  • A location plan including mile marks, light pole numbers and street names so that the site can be located in the field
  • A cadastral sheet showing the site in question so that the site can be located for plotting purposes
  • Any previous cross- references or correspondence from the Town and Country Planning Division
  • The prior approval from the Town and Country Planning Division to create the parent parcel or the deed and survey or assessment roll which verifies the age and size of the parcel
  • Where lands are State Lands, a letter from the Ministry with the Head Lease for the land or Commissioner Of State Lands indicating an agreement to occupy the land
  • A brief description of the project; if it cannot fit within the space on the form provided a separate sheet of paper may be used
  • Where the proposal falls within the Designated Activities a letter from the Environmental Management Authority(EMA) indicating that no Environmental Impact Assessment(EIA) is required or no Certificate of Environmental Clearance(CEC) is required
  • A certificate of Environmental Clearance (CEC) from the Environmental Management Authority(EMA) where the Environmental Impact Assessment(EIA) is required.
  • 9b. APPLICATION FOR FINAL PERMISSION OR APPROVAL OF RESERVED MATTERS IS TO BE SUBMITTED IN QUADRUPLICATE.

The Division may request information from the applicant to clarify the proposal and /or may consult with the other agencies to obtain information.

The outline approval is normally several pages long and includes information which must be obtained from other Ministries before approval of the reserved matters can be granted.

Applicants are to bear in mind that where residential parking requirements may be shared with the other users, retail parking is required at 1 bay per 40m2 and office parking at 1 bay per 30m2. Hotel parking is calculated on guest rooms, the location for valet parking must form part of the application. Parking bays are minimum 2.5m x 5.5m and driveways between bays are 6m. Parallel parking requires a curb wall to be erected to define the entry and exit points. Loading and unloading bays must be located at the rear of the building and must not obstruct car circulation. Proposals for off-site parking or for alternative means of transport (e.g. the use of shuttles) must be detailed and form part of the substantive application.

2. 9b. APPLICATION FOR FINAL PERMISSION OR APPROVAL OF RESERVED MATTERS IS TO BE SUBMITTED IN QUADRUPLICATE.

THE APPLICATION INCLUDES:

  • Any previous cross- references or correspondence from the Town and Country Planning Division
  • A letter from the Ministry with the Head Lease for the land or Commissioner of State Lands indicating that the agreement too occupy the land has been applied for
  • Where the proposal falls within the Designated Activities a letter from the Environmental Management Authority (EMA) indicating that no Environmental Impact Assessment (EIA) is required or no Certificate of Environmental Clearance (CEC) is required
  • A Certificate of Environmental Clearance (CEC) from the Environmental Management Authority (EMA) where an no Environmental Impact Assessment (EIA) is required
  • Outline approvals from WASA, Fire Services and a copy of the approved Management Plan for the project
  • Details pf the silt traps which have been approved for use by the Ministry of Works and Transport
  • Approvals from WASA for the design and location of grease traps
  • 2 copies of architectural drawings
  • 2 copies of architectural and engineering drawings
